Kenya N. Asli, JD.

Passion for community building, digital equity and inclusion, small business development, and Baltimore’s vulnerable communities.

Ms. Asli directed Citizens Planning and Housing Association’s Leadership and Community Building programming.  In this role, she developed and executed CPHA’s leadership and capacity building activities working directly with community-based organizations, law enforcement, foundations, local universities and colleges, local and state government, and other non-profit organizations to improve the quality of life in neighborhoods throughout the Baltimore Region.

Appointed by the Mayor in 2010, Ms. Asli was the first Economic Empowerment Officer for the Baltimore City Department of Transportation where she worked to bring jobs and economic development opportunities to communities in Baltimore City. She drafted the City’s first economic empowerment incentives to encourage contractors to hire Baltimore City resident.  Ms. Asli has also served as the Chief Operating Officer for LIGHT, Health & Wellness Comprehensive Services, Inc. whose mission is to promote the health and wellness of our communities by providing the highest quality information, guidance and treatment services to individuals and families impacted by HIV/AIDS, substance abuse, mental illness, poverty and other long term health challenges.

Kenya earned a Bachelor of Science from the Morgan State University, School of Social Work and a Juris Doctor from the University of Maryland, School of Law.  After serving as consultant for two years, Kenya became the Director of Career Development for Bon Secours Community Works in 2012.  She secured and managed $1.2 million in grants. In 2016, Kenya was hired by the Baltimore City Department of Public Works to establish the Grants Administration division. Under her coordination and in partnership with the Chief Financial Officer, she led a team of engineers and other public works employees in a $2.1 billion federal request for funding. In 2017, she became the Grant and Contact Administrator for the Mayor's Office Of Criminal Justice managing and securing $3 million in foundation, state, and federal grants.

Kenya provides training and technical assistance to small businesses, nonprofits, and grassroots organizations. She possesses a strong background in designing curriculum and facilitating training on a variety of topics which include but is not limited to: Strategic Planning, Fundraising & Resource Development, Community Mobilizing, Engaging Youth, Board Development, Creating a Community Strategy, Organizing Neighbors, Understanding and Embracing Leadership, and Succession Planning.
